    According to the article

    “Other states not proceeding in the program, including Alaska, Mississippi, Texas, and Idaho, pinned their decision on staffing issues and the argument that the program was meant for COVID disruptions that are no longer occurring, among other reasons”.

    Missouri is opting out because of the challenges in administration systems to coordinate and disperse the resources.
