I was watching a YouTube video the other day talking about hooking a drive bay to a mini PC, and he mentioned that usb cables and sata chipset are finally getting reliable recently. Something about standards improving, etc. I’m curious if anyone knows what he’s referring to, are there sata chipsets in enclosures that are better now? I always had so many issues with reliability but admittedly that was years ago.

Now? This is technology from before 2010. If anything they’ll be cutting more corners than the usual just to shave a few cents on a niche technology, like they’re doing with the optical media.
Was this the L1Techs video? I think he’s planning on doing a proper comparison/review of USB enclosures which would answer some questions.
Yup
SAS controller with external ports and a DAS enclosure will always be more reliable than USB. Can be had used for a very modest outlay.
I might trust thunderbolt at bit more, but I’d never trust USB with critical data.
