The difference is that the Everton charges are to do with huge amounts of money being lost (with the rules designed to prevent against clubs going bankrupt). City are on the opposite end of the spectrum - their earnings are too high (as in, nobody believes their sponsorship deals are reflective of the fair market value).
It’s the difference between financial doping and financial mismanagement. City are in no danger of going bankrupt, they’re just hiding the fact that they’re pumping money into the club in a way that gives them an unfair advantage.
