I think Euro is harder because there are more high-level teams that can challenge for the title. On average, the level of the teams that make it past the group stage is higher (in my opinion).

Copa America imo. Travel is much greater distances, hospitality for players is not always up to par with European venues and the fans are way more intense and in your face. Also, no one wants to play in La Paz at 3,600 meters above sea level.
Every other point like “easier teams” “less teams”…etc is not relevant because it will depend if you are viewing this question from the pov of a low tier team vs a dominant one.
