Are we going on decades or years since this has happened? Also, who tf cares? There are significantly more pressing concerns for the FA with Chelsea and City.

Chelsea is difficult as it’s a different ownership and the premier league facilitated its sale heavily. It would have to involve the premier league openly admitting it made a mistake, which is never going to happen haha
It’s not difficult, the new owners bought Chelsea including it’s trophy wins and it’s skeletons
They will/should be punished in exactly the same was as though the new owners committed any infringement they are found guilty of
