I am currently building a pc and I need to make sure that these components won’t bottleneck each other and waste $2000.

Theoretically if you had 4080 at that time and 4090 didn’t exist it would have been joint fastest in rasterisation with 7900xtx and fastest card in RT titles. So no 4080 won’t be a problem.
