This feels sensible. There will always be naysayers, there will always be exports to poorer countries, but arguing against such a policy makes it sound like protecting the status quo for the sake of it.
This is the only way to make sure industry does not just move abroad to not pay the carbon price. However it will not fragment trade. There are a lot of countries with massive advantages in clean energy production. Most of South America for example.
