I have an Optiplex 5070 sff and the latest two display drivers as well as two archival drivers cause my monitor to strobe badly and my mouse and keyboard to freeze up. I have to use the generic Microsoft driver at low non-native settings.

The issue began after I attempted to connect my new 4k monitor and old 2k monitor at the same time. Neither one worked so i unplugged the 2k and decided to forget about using dual monitors but when i restarted my computer with just the 4k i got a ‘critical process died’ bsod. It was at that point I reverted to a backup image of my operating system before the issue began which fixed the bsod but then the strobing issue started immediately. I’ve tried an in-place repair of my windows 10 Pro (21H2) but that failed to solve the problem. I tried my 2k monitor by itself and it also strobes so it’s not a problem with the new monitor.

Any help would be appreciated–even a bad guess will be good at this point.
