The title says it all. I am wondering whether this is about devs being lazy with optimization or something entirely different. Games like Red Dead Redemption 2, GTA 5, Rainbow Six Siege, and alike look fantastic but can be run on older cards with high settings easily whereas newer games struggle to run on high even with newer cards. Take Red Dead Redemption 2 (2018) vs. Last of us 2 (2020), the latter looks only slightly better than the former but is much more demanding even though the games were released only 2 years apart.

I apologize if I am missing something or look completely stupid but I am just curious as to what people think the reasoning is.

Edit: Look at many UE5 games, they don’t even look that much better on UE5 but are so much more demanding!
