Trump tried to quid pro quo congressionally approved funds to Ukraine, necessary to defend themselves. He didn’t have to sell anything to them, and still tried to add strings to aid congress already approved to get dirt on Biden.
They did that because it was a condition to him giving them more despite the fact that congress was already doing it, so he could have the PR so people like you would think it was just him doing a great job.
