What year is your old Mac mini?, I upgraded my 2012 mini with open core legacy patcher to run Ventura, and it’s faster now and I installed the latest version of docker with any issues.

is a well know bug between the netgear and macOS, I could not resolved the problem and I just returned and got another switch.
