We attract the best players and managers from around the world but don’t do the same for refs. Then we wonder why the officiating is much worse than the quality of players and coaches. The quality of the playing would be way worse without foreigners and quality of refereeing would improve with foreigners.

What the leagues and football in general need to do is educate the fans on what the rules of the game actually are.
Every fan forum is poisoned with idiots who think that because some marginal call went against them, and a similar marginal call in another match went another way, there is a conspiracy against their team.
They then proceed to ignore all the marginal calls that went their way, because that goes against their narrative that the refs are out to get them.
This is being fuelled by managers who understand the importance of an us against them mentality.
VAR needs some tweaking, and it needs consistency in its application across Europe.
