They always loan them out early to progress in easier leagues, then provide a very clear pathway to first team minutes and give them plenty of opportunities there. The very best teams in the world have much less opportunity to test out young players and give them opportunities when they are chasing silverware
The richest clubs in the world do not need to test out young players. Why do that when you can buy young players after they have proven themselves elsewhere?
