Nope, I would be legally responsible for the clean up and the ongoing impacts. I could sue the previous owners but if they’ve hightailed it to a favourable jurisdiction then I’m left with the mess.

Actually yes. It depends how you buy the land and the legal documents. That’s what reps and warranties and indemnifications are for in the documents.
