Everton should have been docked points for the season they cheated and thus retroactively relegated and replaced by the team that was impacted by them avoiding relegation.
By the same token, City should be docked points in every season they cheated. And then forced to compensate teams that missed on the Champions League because of their cheating.
The Everton decision wasn’t harsh, in fact I think they got off lightly.
