For PL Football, I would need a little more for context, IE is this the person on the ground behind the wall?

I know the term from American Football (non-soccer). Usually is a foul since your going in and possibly taking out the knees. For PL Football, I would need a little more for context, IE is this the person on the ground behind the wall?
